Publishers were either watching the market or were still hesitant to jump into horror comics because it was many months before another regularly-published title other than ADVENTURES INTO THE UNKNOWN and Ace's THE BEYOND hit the stands.
Pretty tame fare to start off with for one of the comics that became one of the most notorious of the pre-Code era. Often noted is WT had an introductory editorial "The Witch's Warning" and a contents page where many other pre-Code horror comics did not. They offered subscriptions and payed a whopping 2 bucks for every letter printed (they started showing up in issue #5). If they would have had a "Witches Tales Fan Club" they would have been right up there with EC.
